According to WABetaInfo. a new feature called transfer chats to iPhone is now available in latest WhatsApp Beta Version of iOS, with this feature you can migrate your chats to new phone without relying on an iCloud Backup. You can find this feature under WhatsApp Settings>Chat>transfer chats to iPhone. You have to download the WhatsApp on new phone and register with the same number, use your old device to scan the QR code shown on the new phone for transferring chat history without iCloud backup.
